Coleen Higgins is a former Senior Official of the IMO; the United Nations Specialized Agency for global shipping and international
maritime matters. From 1992-2000, Attorney Higgins held the post of Legal Officer, Legal Affairs and External Relations Division, at the International Maritime Organization -IMO- (United Nations) in London, England, U.K.
Attorney Higgins received the LLM degree in Admiralty Law, with distinction, from Tulane University School of Law in New Orleans.
Awarded a Fulbright Fellowship, she earned a Diploma (master’s degree) from the Graduate Institute of International Studies
(IUHEI), University of Geneva, Geneva, Switzerland. Higgins participated in International Moot Court in Switzerland; and was
also accepted into, and completed, the Public and the Private International Law Courses at the World Court, Peace Palace, the
Hague, Netherlands.
Higgins has participated in International Water Law conferences in Italy and Mexico. She has also participated in numerous international IMO (U.N.) Diplomatic Treaty Making Conferencesin London, England; and in the United Nations Congress on Public International Law held at the United Nations Headquarters in New York.
Attorney Higgins received her Juris Doctorate from the University of Wisconsin Law School in 1980. Currently she is in private practice in Madison, WI, where she is partner in the law firm of Bakken, Higgins & Taylor, LLP.
